CPN-Maoist Centre chairman Pushpa Kamal Dahal ‘Prachanda’ was appointed prime minister by President Bidya Devi Bhandari on Sunday.
According to a statement from the President’s Office, Prachanda has been named Prime Minister of Nepal as per Article 76 Clause 2.
As stipulated in Article 76 clause 2 of the Constitution, any member of the House of Representatives who can garner a majority with the support of two or more parties can run for PM.
Prachanda, 68, filed his claim before Sunday’s deadline.
According to the President’s Office, the newly appointed Prime Minister will be sworn in at 4 pm on Monday.
Prachanda had been to the President’s office with a proposal to appoint him as the country’s Prime Minister along with CPN-UML chairman K P Sharma Oli, Rastriya Swatantra Party president Ravi Lamichhane, Rastriya Prajatantra Party leader Rajendra Lingden and other top leaders.
In the 275-member House of Representatives, Prachanda has the support of 165 lawmakers, including the CPN-UML with 78, CPN-MC with 32, RSP with 20, RPP with 14, JSP with 12, Janamat with 6 and Nagarik Unmukti Party with 3.
It’s Prachanda’s third time as prime minister.
On December 11, 1954, Prachanda was born in Dhikurpokhari of Kaski district near Pokhara. He joined mainstream politics after the CPN-Maoists ended their decade-long armed insurgency.
In November 2006, he signed the Comprehensive Peace Agreement that ended a decade-long armed conflict.
Earlier, the CPN-Maoist Centre and other smaller parties met at Oli’s house to form a government under Prachanda’s leadership.
Prachanda and Oli agreed to rotate leadership of the government, and Oli agreed to make Prachanda Prime Minister at the first chance.
The Nepali Congress didn’t form a government within the president’s deadline despite being the biggest party. With the support of 165 lawmakers, the CPN-UML has taken the initiative to form a new government under Prachanda,” Shankar Pokharel, CPN-UML general secretary, told reporters after the meeting.
Prachanda walked out of the five-party alliance led by the Nepali Congress earlier today after Sher Bahadur Deuba rejected his bid for Prime Minister.
Deuba and Prachanda had already agreed to rotate leading the newly formed government.
During talks with Prachanda on Sunday morning at PM House, the Nepali Congress claimed both the key posts of President and Prime Minister, which Prachanda rejected. As a result, the talks failed.
Prachanda rejected the NC’s offer to give the Maoist Party the Speaker’s job.
Deuba and Prachanda’s last-minute talks failed to produce a deal, Shah told PTI earlier.
Having failed to get Prime Minister Deuba’s support, Prachanda headed to Oli’s house to ask for his backing. Other smaller parties joined him.
Nepali Congress has 89 seats in the House of Representatives, followed by CPN-UML and CPN-MC with 78 and 32 seats, respectively.
In the 275-member House of Representatives, no party has 138 seats to form a government.
The CPN (Unified Socialist Party) has 10 seats, Loktantrik Samajwadi Party (LSP) has four, Rastriya Janamorcha and Nepal Workers and Peasants Party each have one.
